As the CEO I would meet 1:1 with the director in charge of the division. I would inform the director that we lost the contract due to governmental cuts. I would praise him/her of their work but be honest that we will need to re-structure the employees and that there might be possible lay-offs. I would instruct the direct to not inform the employees/supervisors of possible lay-offs, but to be as transparent as possible.
"Hello (director). You have done an exceptional job at overseeing Large Contract A. I want to let you know that due to governmental cuts, we need to discontinue this contract with Large Contract A. Because of this, we will need to realign some staff and place them in different positions. This is to hopefully not have any lay-offs, but lay-offs are a possibility.
I would like for you to meet with the supervisors personally and inform them of this discontinued contract. Let's not inform anyone about the possibility of lay-offs, as this is not definite thing. I do want you to make the supervisors and the employees aware that we will need to realign a few positions. I want the supervisors to personally meet with the employees that this will effect."
I would instruct the director to inform the 3 supervisors – which I may or may not be present for, I would leave that up to the director. I would then have the director inform the 75 employees, as a group, with the 3 supervisors present. I would instruct the director to meet with the 3 supervisors to personally relay information of any positions that needed realigning.
