Craig---
As you know, we lost the government contract to clean the White House, the Capital and several other monuments due to government spending cuts. First, I want to let you know that this had nothing to do with performance. In fact, performance has been exemplary. We want to continue our current contracts with the same vigor and enthusiasm that our employees bring each and every day.
Unfortunately we will be experiencing some change and possible cutbacks. The need to realign some job descriptions will need to take place to avoid layoffs but some layoffs may be inevitable. At this point, we need to draft out a plan that you will provide to the three supervisors who report to you. We need to continue to communicate on a daily basis where we are in the process. We may even communicate more often as the need arises. I will need for you to stay in touch with the supervisors daily and receive a debriefing from them as you see fit. The other contracts we are responsible for cannot be compromised due to this loss. Communication will be key as well as a positive attitude from management. We cannot communicate enough and in too many ways
In the next few days we will be communicating clear and comprehensive reasons for the change as we get more information. We need a plan that will guide us through the process that will be used for making decisions about staffing, reorganization and layoffs, facts about the schedule and dates for implementation and how it will be done. Although we don’t have all of the information yet, we need to begin strategizing scenarios. Let’s get together at 3 with the supervisors to start developing a plan. They need to bring with them a list of all staff and positions they hold as well as copies of their individual department budgets.

I am delivering this message in person. The possibilities of layoffs and budget cuts is a huge risk to the agency. It can be considered a crisis. This is unexpected and will need quick response even if we have incomplete information. Assembling the right people and having a plan in place is essential. Avoiding early mistakes will save us time and money in the end.
To the three supervisors who run aspects of the contract and who report to the Director in charge of the division

Unfortunately we will be experiencing some change and possible cutbacks. The need to realign some job descriptions will need to take place to avoid layoffs but some layoffs may be inevitable. At this point, we need to draft out a plan thinking about likely issues, identifying potential colleagues who can assist and determine various ways in which we may need to communicate. We need to continue to communicate on a daily basis where we are in the process. We may even communicate more often as the need arises. I will need for you to stay in touch with the shift supervisors daily and receive a debriefing from them as you see fit. We need for you to bring a list of all staff and positions they hold as well as copies of individual department budgets. This is very unexpected and fast moving. We need to be precise in our communications to the staff as this is considered a crisis. Visibility and support from management on a regular basis will be the expectation. Taking the time to show your presence among your staff and provide words of encouragement will do a lot to reassure your workers. You will get tired of hearing yourself say the same thing time and time again, but remember- this is how you will know that you are getting the message across to your staff.

I am delivering the message the same way in person that I delivered it in the first assignment. Keeping it simple. Jack Welch also mentioned that you must say things a thousand times but also back up your statements with action. Follow through is critical. Jack Welch stated that his biggest mistake was not going fast enough. In my delivery to the director in charge and the supervisors, I wanted to begin immediately even if we don’t have all of the information we need yet.
This audience is going to want to hear more than I can say at this point. So, we need to be very clear in what to expect in the days and weeks to come from management.
